In industrial machinery shipping the real issue is not the transport but the paperwork: in many markets machinery is a regulated category, and who is allowed to apply for the conformity certificate varies by country. In the Eurasian Economic Union only a party registered inside the Union can apply; in the Gulf a product-level certificate is a precondition for the shipment certificate.
