Overview

Reliable and predictable operations on the Uzbekistan lane.

Uzbekistan is one of the few countries in the world that is landlocked and surrounded entirely by countries that are themselves landlocked: to reach a port, goods must cross at least two borders. That makes the transit regime — not the transport itself — the factor that decides transit time. Unlike Kazakhstan, Uzbekistan is not a member of the Eurasian Economic Union: it applies its own tariff and its own conformity rules.

Why transit matters more than transport

Between a European or Turkish loading point and Tashkent there are several border crossings. If the goods are imported and re-exported in every intermediate country, declarations, guarantees and standing days accumulate. Under a properly structured transit regime the goods cross without being imported, and the day count changes fundamentally.

The main road entry points are Gisht-Kuprik and Oybek towards Kazakhstan, and Dustlik towards Tajikistan. The choice of crossing follows the routing upstream, not the final destination.

Duty, VAT and conformity

Item Rule Note
Import duty Varies by tariff code; broadly 5–30% on consumer goods Reduced or zero rates on some machinery and raw materials
VAT Standard rate 12% Calculated on CIF value plus duty
Excise Specific categories only Alcohol, tobacco, fuels, certain vehicles
Conformity National certificates for many categories Certificates from the exporting country do not substitute
Origin Certificate required for preferential rates Without it, the full rate applies

The line that causes most delays is the second from last: a European certificate does not automatically apply in Uzbekistan. Regulated categories need the national document, obtained before arrival. The check is made against the product’s tariff code, not its commercial category.

Core documents

  • Supply contract, frequently required in original.
  • Commercial invoice and packing list, consistent with each other.
  • Certificate of origin.
  • Transport document: CMR by road, rail consignment note, AWB by air.
  • National certificate of conformity for regulated categories.
  • Phytosanitary or veterinary certificates where required.

How we get there

  • Road under transit — full loads and groupage from Europe and Turkey, under transit across the intermediate countries.
  • Multimodal via the CaspianGeorgia and Azerbaijan, a Caspian crossing and an inland leg.
  • Rail — for regular volumes and non-urgent cargo.
  • Air — to Tashkent, for spare parts and urgent shipments.

Frequently asked questions

Is Uzbekistan a member of the Eurasian Economic Union?

No, it is not a member state. It applies its own customs tariff and its own conformity rules: an EAC certificate valid for Kazakhstan does not automatically cover Uzbekistan.

Is a local certificate of conformity required?

For many product categories yes, and it must be obtained before the goods arrive. Certificates issued in the exporting country do not replace the national document required at customs.

What is the import VAT rate?

The standard rate is 12 per cent, calculated on CIF value plus duty. Duty varies by tariff code, broadly between 5 and 30 per cent on consumer goods, with reduced or zero rates on some machinery and raw materials.

How much does transit affect delivery times?

Considerably. As a landlocked country surrounded by landlocked countries, every shipment crosses at least two borders. A properly structured transit regime removes declarations and guarantees in the intermediate countries and is the variable with the largest effect on the day count.

Do you ship groupage?

Yes. Below a full load, groupage is the right choice; consolidation adds days, so above a certain volume the full truck should be recalculated.

Is the contract required in original?

The supply contract is among the required documents and is frequently demanded in original. It is worth confirming before departure: it is not a document that can be produced quickly with the goods already on the road.

Do you carry dangerous goods?

Yes, by road under ADR, with approved packaging and compliant documentation. Assessment starts from the safety data sheet, the UN number and the class.

What do you need for a quotation?

Pickup and delivery locations, tariff code, dimensions, weight and number of packages, nature of the goods and the Incoterms rule. Tell us as well whether the product falls into a category subject to local certification.

Send us the routing, the volume and the tariff code. You get a single all-in cost, a realistic transit time and a check on which conformity documents are needed before the goods leave.
