Fast and predictable Gulf logistics to Kuwait.
Shipments to Kuwait are governed by KUCAS, the conformity assurance scheme run for the Public Authority for Industry. It involves two separate reports, and confusing them is the single most common cause of delay: the TER, a technical evaluation report issued per product, and the TIR, a technical inspection report issued for each shipment. Customs asks for the shipment-level report — but it cannot be issued without the product-level one behind it.
| TER — technical evaluation | TIR — technical inspection | |
|---|---|---|
| Covers | The product | One shipment |
| Frequency | Once, for its validity period | Every loading |
| When | Before the order | Before shipment |
| Requested at customs | Indirectly | Yes |
| If missing | The shipment report cannot be issued | The cargo stops at customs |
When the sequence breaks the picture is always the same: the cargo is loaded, the shipment report is requested, and the product report has either expired or was never obtained. The calendar for these two reports belongs alongside the production calendar.
It is the conformity assurance scheme Kuwait applies to imported goods. For regulated products it requires reports based on evaluation and inspection carried out before loading.
The TER is a technical evaluation report issued per product and used throughout its validity. The TIR is a technical inspection report issued for each shipment and is the document required at customs. Without the product report the shipment report cannot be issued.
The scheme rests on pre-shipment inspection. Building the process after the cargo has sailed generates storage and demurrage costs. The correct order starts before production is finished.
The GCC common external tariff applies, with a standard 5 per cent on CIF value for most goods, subject to exemptions and specific rates. The exact rate is confirmed against the product’s tariff code.
Arabic information, and shelf life where relevant, is required for many categories. Doing it before shipment in a warehouse is markedly cheaper than doing it on arrival.
Shuwaikh and Shuaiba are the main commercial ports. The choice follows the final delivery point and operating conditions in the period.
Yes, for volumes below a full container. Consolidation adds days, so above a certain threshold the full container should be recalculated: it is often cheaper and faster.
Pickup location, delivery address, tariff code, dimensions, weight and number of packages, nature of the goods and the Incoterms rule. Tell us whether a valid product report exists: it affects the timeline more than the transport does.
The main drivers are the transport mode (full load, groupage, container, Ro-Ro or air), the cargo’s weight, volume and stackability, the pickup and delivery addresses, the Incoterm, whether the goods are dangerous, and seasonal demand. Customs clearance and insurance scope also affect the total, so a firm price is given once the cargo details are shared.
Tell us whether a product report exists and when it expires. In Kuwait it is almost never the transport that stops a shipment.
