    Overview

Fast and reliable transport to Azerbaijan on the Caucasus lane.

Azerbaijan is two things at once: a destination market and the obligatory passage point of the Trans-Caspian corridor, the route connecting Turkey and Europe to Central Asia while avoiding Russian territory. Anyone shipping here has to decide at the outset whether the goods stop in Azerbaijan — in which case duty, 18 per cent VAT and national conformity apply — or continue, in which case what matters is the transit regime.

    Destination or transit

Goods destined for Azerbaijan Goods in transit
Declaration Import declaration to the State Customs Committee Transit regime; no import
Duty Broadly 0–15% by tariff code Not payable
VAT 18% on CIF value plus duty Not payable
Conformity National certification for regulated categories Rules of the final destination country apply
Key document Import declaration Transit document and guarantee

Confusing the two is the most expensive mistake on this lane: goods bound for Kazakhstan or Uzbekistan but declared for import in Azerbaijan pay taxes that were never due and are hard to recover.

The preferential trade agreement with Turkey

A preferential trade agreement between Azerbaijan and Turkey has been in force since 1 March 2021. Its real scope is worth knowing: it is not a general free trade agreement, but a reciprocal duty reduction on a defined list of products, predominantly agricultural and food items, set out in the annexes.

In practice: if your product is on the list and origin is properly documented, the benefit is real. If it is not, the ordinary tariff applies. The check is made against the tariff code, before the selling price is quoted.

    The Trans-Caspian corridor

The land-and-sea route through Azerbaijan connects Turkey and Europe to Central Asia and China. In the form we use most often the routing is: Turkey or Europe, Georgia, Azerbaijan, a Caspian crossing, then inland towards Kazakhstan, Uzbekistan and Turkmenistan.

Two honest warnings about this route. First, the Caspian crossing is the least predictable element, because it depends on ferry availability rather than a fixed schedule. Second, since 1 February 2025 Georgia has been part of the Common Transit Convention, which simplifies the European section of the journey but does not touch the Caspian leg. When we quote, we state a transit time that accounts for that uncertainty rather than optimising the estimate to look better.

    What we do

    • Road freight in full loads and groupage from Europe and Turkey.
    • Multimodal solutions on the Trans-Caspian corridor, continuing into Central Asia.
    • Transit regime and guarantees, where Azerbaijan is a passage rather than the destination.
    • Customs clearance on export, certificates of origin and movement documents.
    • Advance check of eligibility for preferential duty rates against the tariff code.

    Frequently asked questions

What is the import VAT rate in Azerbaijan?

The standard rate is 18 per cent, calculated on CIF value plus duty. Duty varies by tariff code, broadly between zero and 15 per cent.

Is there a free trade agreement between Turkey and Azerbaijan?

There is a preferential trade agreement, in force since 1 March 2021. It is not a general free trade agreement: it provides reciprocal duty reductions on a defined list of products, predominantly agricultural and food items. Outside that list the ordinary tariff applies.

Should goods bound for Central Asia be imported into Azerbaijan?

No, and it is not advisable. Where the final destination is another country the goods should move under a transit regime, so that no Azerbaijani customs debt arises. Declaring them for import means paying taxes that were not due and recovering them with difficulty.

How reliable is the Caspian crossing?

It is the least predictable part of the corridor, because it depends on ferry availability rather than a fixed schedule. Our quotations state a transit time that accounts for that variability rather than the best case.

Is a national certificate of conformity required?

For many product categories yes, for goods placed on the Azerbaijani market. For goods in transit, the rules of the final destination country apply instead.

Is the certificate of origin mandatory?

It is the document that unlocks preferential rates where they apply. Without it the full tariff is charged even on products that would otherwise qualify for a reduction.

Do you carry dangerous goods to Azerbaijan?

Yes, by road under ADR, with approved packaging and a compliant transport document. Assessment starts from the safety data sheet and the UN number.

What do you need for a quotation?

Pickup and delivery locations, tariff code, dimensions, weight and number of packages, nature of the goods, the Incoterms rule and above all whether Azerbaijan is the final destination or a transit point. The entire documentary structure follows from that answer.

Tell us whether the cargo stops in Baku or continues. On that basis we set up import or transit, check eligibility for preferential rates and give you a single all-in cost with a realistic transit time, Caspian crossing included.
